A4 pixels at the resolutions people use most
A4 is 210 × 297 mm (8.27 × 11.69 in). Its pixel dimensions are not fixed: they depend on PPI. At 300 PPI, portrait A4 is approximately 2480 × 3508 px.

They are usually assuming different PPI values. 2480 × 3508 is not “the” A4 pixel size; it is the A4 size at 300 PPI after rounding to whole pixels.

There is no single A4 pixel size
A4 is a physical size: 210 × 297 mm. Pixel dimensions appear only after you choose a raster resolution. That is why A4 can be 595 × 842 px at roughly 72 PPI, about 1240 × 1754 px at 150 PPI, or about 2480 × 3508 px at 300 PPI.
Use 300 PPI only when the job actually calls for it
300 PPI is a common close-view print target, not a property of A4 itself. Draft output, large-format viewing and provider-specific workflows can use different effective resolutions. The controlling requirement should come from the printer or platform producing the job.
Landscape A4 uses the same pixels in the opposite order
Portrait and landscape A4 are the same physical sheet. A 300 PPI portrait file is about 2480 × 3508 px; landscape simply swaps the axes to about 3508 × 2480 px.
Bleed changes the artwork size, not the trim size
If a printer requests 3 mm bleed on all four edges, the A4 artwork becomes 216 × 303 mm before raster conversion. Keep trim and bleed as separate concepts so the exported file does not accidentally become oversized or leave white edges.
