10X is for the cited GS1 logistic-label context — not every barcode
The GS1 Logistic Label Guideline states that barcodes in its scope need quiet zones at least 10 X-dimensions wide at each side. Other symbologies have different requirements; for example, GS1 DataMatrix and QR Code have their own quiet-zone rules.
